There is no business license needed and the City works closely with many of the shopping center property owners as well as the Laguna Niguel Chamber of Commerce to ensure that any regulatory challenges that face our local businesses are addressed quickly. New businesses, change in business type/operation, change of business name, and change of ownership require a Certificate of Occupancy Permit from the Building Division. Some businesses require a use permit prior to the issuance of a Certificate of Occupancy permit.
